The Council of Ministers of the Republic of Bulgaria adopted the draft of an Act for Amendment and Supplement to the Act on Safe Use of Nuclear Energy

On the 24th February 2010 the Council of Ministers of the Republic of Bulgaria adopted the draft of an Act for Amendments and Supplements to the Act on Safe Use of Nuclear Energy (ASUNE).

The Amendments and the Supplements proposed to the ASUNE achieve harmonization with the new EU legislation and the new or amended documents of the International Atomic Energy Agency (IAEA).

In the draft are accounted the changes in Convention on Physical Protection of Nuclear Material, Council Directive 2009/71/Euratom of 25.06.2009 on establishing a community framework for the nuclear safety of nuclear installations, Council Directive 2006/117/Euratom of 20.11.2006 on the supervision and control of shipments of radioactive waste and spent fuel, the ECURIE Agreement between EURATOM and the EU member states on early exchange of information in case of a radiological emergency and Application of the Safeguards under the Treaty on the Non-Proliferation of Nuclear Weapons, as well as IAEA SF-1 “Safety Fundamentals”.

In the draft are envisaged amendments in the licensing and authorisation regime for activities with sources of ionising radiation that are used in medicine and industry with the objective of relaxing the regulatory regime and decreasing the financial burden upon the licensees.

A license for decommissioning of nuclear facilities is being introduced which will replace the permission for decommissioning.

A number of textual changes have been made related to terminology and amendment in the titles of Ministries and Institutions.
