The Agreement and the Protocol Additional to the Agreement in safeguards area were published in the Official gazette

The Agreement between The European Atomic Energy Community (Euratom), International Atomic Energy Agency (IAEA) and Bulgaria in implementation of Article III (1) and (4) of the Treaty on the Non-Proliferation of Nuclear Weapons and The Protocol Additional to the Agreement were published in the Official gazette, N 23 /23 March 2010.

Both instruments entered into force to the Republic of Bulgaria on 1 May 2009. They provide trilateral mechanism for co-operation (IAEA – Euratom – the Republic of Bulgaria) in the non-proliferation area.

The agreement shall be applied on all source and special fissionable material in all peaceful nuclear activities, within the territories of the States. According to the agreement, the IAEA shall have the obligation to ensure that Safeguards will be applied that nuclear material shall be used exclusively for the peaceful purposes and such material shall not be diverted to nuclear weapons or other nuclear explosive devices. Euratom shall co-operate with IAEA in application the safeguard system for non-proliferation of nuclear weapons.The States, pursuant to the Protocol Additional to the Agreement, shall provide to the IAEA, information concerning nuclear material, activities and facilities located on their territories for the international control purposes and free access to the international inspectors.

With the enforcement of this new trilateral instrument the Agreement between Peoples Republic of Bulgaria and IAEA (1972) and Protocol Additional to the Agreement (1998) were suspended.
